"Legalising" (by the way, no z in there please. We're not American) is the wrong word. I prefer regulating. Others use medicalising. Among them as Dr David Halpern, who was chief analyst in the Prime Minister's Strategy Unit from 2001 to 2007.

'Medicalising' seems perfectly sensible to me. 'Legalising', as in decriminalising the sale of Herion, is not.
