Indeed they do. A good questionnaire would not just ask "are you happy?" or "how happy are you?", but seek a number of objective, constant measures of "happiness", "wellbeing", "contentedness", "satisfaction" or whatever you want to call it.
Whatever is done with the results has got to be better than implementing policy created to suit the limited issues and circumstances that prevail during election campaigns.
