Apologies, not sure where the 20% figure came from, must have been from some rabid lefty blog I may have stumbled upon..... this fact check on the CH4 website clarifies the situation. The overall spend isn't actually being reduced (because of the inflationary effect on payments to children and pensioners (which aren't being cut) and the fact that claims are increasing all the time, because hey the population is growing and people are living longer) Quote: The new checking process means that about 500,000 fewer adults will claim DLA by 2015/16, resulting in an expected saving to the Exchequer of г2,240m over three years. but Quote: The cuts to payments to working-age people - from г7.5bn this year to just under г6.9bn in 2015/16 Ц stabilises the overall spending figure but doesnТt actually reduce it by much compared to current levels because spending on children and the elderly goes up I don't profess to be an expert at all but a quick check produced a number of announcements from disability groups that are highly critical of the proposed changes to the old DLA and the new checking process that claimants now have to undergo.
