If the word construction we have under consideration is, "wouldn't be surprised if this sentence is reduced on appeal" then (ignoring punctuation) the only thing needed to form a sentence is a personal pronoun. Whether you consider this dropping of the pronoun as correct or not depends on whether you view English as primarily a Romance or a Germanic language. It's almost certainly the latter, but there is debate.

(You don't get this on East Football, do you?)

The joke* is the literal reduction of the sentence by characters, not words. I didn't know this was relevant, so I'm sorry if I failed to provide an explanation.
